I was going to say that you might have to buy John's birth certificate, but you might be a lucky bunny.
There is no John (Charles) Hill with that birth date in the 1939 Register.
However . . .
His mother's maiden name was Ward, and although both surnames are very common, there's a John Hill marrying an Isabella C Ward in Mile End registration district in September quarter 1921. Searching for a birth for Isabella finds an Isabella Caroline Ward birth registration September quarter 1897, Mile End Old Town registration district.
That birth registration fits an Isabella Hill in the 1939 Register. She's married to a John Hill, born in 1896, and there's two children with them whose birth dates mainly fit birth registrations in Mile End registration districts. Crucially, there is a gap with one closed record into which John Charles would fit very nicely.
For parents of Isabella, try the marriage of Charles Henry Hill and Isabella Piper registered September quarter 1896 in Mile End registration district.
Isabella Caroline and parents in 1911. RG14/1608 SN68
I see suemalings has found a possible father for John Charles.
