I am going to get the certs ordered...I genuinely thought I was losing the plot yesterday, my brain was frazzled. It is good to get some confirmation that others feel this is too much of a coincidence not to investigate further..thanks for your comments, they are really appreciated!!

Its confirmed!!
Both certs received today, and both have matching details
Luckily both have their address as Bell Lane, Walsall
Father James Roe on one and James Thompson on the other
Mother Maria Roe (formerly Phipps) and Maria Thompson (formerly Fibbs)
Informant was the mother on both certs, so it still doesn't explain why they did the random name changes, but I am now fairly confident of the link.
Interesting that one of the certs has the time of birth on it 5:15am, never come across that before.

Could it be that the birth cert with the time is for a twin? Possibly the other twin was stillborn or died very soon after birth - not quite sure of the rules on that. Fairly sure that times are noted for multiple births.
