Were they living there in 1939?

Electoral rolls, which list only people old enough to vote (and between 1928 and 1948 meant 21 and over) were suspended during the war and began again in autumn 1945.

FMP and Ancestry both have some electoral rolls though you'll have to check the dates and areas covered.
The British Library has quite a lot. Otherwise either you or a researcher will need to go to Oxfordshire and wherever they hold the electoral rolls for Thame. Might be the local council offices, might be elsewhere in the county. (Sorry, Oxfordshire is an unknown county to me. )

Hi Sandy, I checked Ancestry's 1939 register, luckily there were Carters on the first search page whose address was 52, Wellington St.

    Edward Carter, born 24th Jan 1876; Annie E Carter, 12th Oct 1880.

    Hope that helps.

Edward Carter is mine but who is Annie E as he was married to Mary Melissa Cobb could be a second marriage I suppose.
I have all the information about them and their Children.

Army reg papers I think its 1915 have them at 29 Wallington St. Thame.
