After re-checking, these two census do appear to be the same Howells (despite the discrepancy in ages). Both 1841 and 51 are in the hamlet of Mamhole Tredegar and the same Williams family are next door in both censuses. So, Benjamin's mother is Mary who must have died 1841 - 1851,

Huge numbers of people moved to Middlesbrough & surrounding areas in the 1860's/70's following the discovery in 1850 of large ironstone deposits in the Cleveland Hills. Henry Bolckow and John Vaughan were instrumental in developing the town of Middlesbrough and the Iron & Steel industry in the area. Although Middlesbrough is (was) in Yorkshire & Stockton is (was) in Durham, they are geographically very close - only separated by the river tees. Stockton also had a large Iron & Steel Making industry, mainly centred around the Portrack area.
As the iron & steel industry began to develop, skilled workers would have been in demand, and puddling was a skill that took years to learn. Ben would therefore have seen moving to the area as an opportunity for him & his family.
My family also moved from Wales to Stockton, where my GG Grandfather also worked at Portrack as an Iron Puddler.
In 1871 Ben was living at Hill Street East - which was just off Portrack Lane - and if this link works you should be able to see it just next to the Workhouse, although this map is from the 1890's.

Bell Street was a better area, and by 1901 he was in Hampton Road in the Oxbridge area of Stockton - another 'upwards' move. Again, if this link works you should see it just above Ropner Park.
