I've found two descriptions for the job. The first one is the blindingly obvious -
A person that hooks or uses hooks, e.g. in woollen or cotton industry.
The second is still connected to textiles -
Textile mill worker operating machinery which laid out fabric in uniform folds to required length.

The 1881 census lists hundreds of people with an occupation of "hooker". Not so unusual, perhaps.
