    A little bit of background might help our sleuths. Is the item made of metal, and how big is it?
    It looks foreign to me (German? Austrian?) so do you know anything about the person who owned it before you?

    It seems to be the Austrian Coat of Arms for the State of Vienna(Wien).

    2nd from bottom of Flags & Coats of Arms.
