Hello
So the best way to date the photo are the swimming costumes worn by the men in the background. This site may help decide. It says "It was not considered decent for a man to go tankless until around 1930."
Before I went searching I did a bit of adding up and put her as being in her late 20's early 30's so was initially looking at the 1920's but she could be older. I am not very good at ages.

As late as 1935 a friend of my father is still wearing this style, as a young man. I have other photos of this lady (my grandmother) 20's early 30's but never is she wearing this style of dress with a belt. Her other dresses are baggy with a waist line at the hip. Those I can date because of the ages of her children in the pics.

Have you attempted to identify those in the background? My thought is that the larger one is a boy of about 15 with possibly younger brothers. Would that fit her known children?pwholt
