It is not the site's policy to post information about living persons can you confirm or otherwise.
I have had a quick look at the GRO birth indices there appear to be at least 6 candidates for 1920 however an area of search is needed, even better if you know his mothers maiden name
Have a look at freebmd.org.uk for the information
I preume you are referring to Petty Officer as in ww2

The Commonwealth War Graves site (cwgc.org) has 3 naval Frederick Salisburys for WW2, only one of whom is a Petty Officer. Is this your guy?
