Although we can not be certain of John Thomas' parentage, we know that his grandparents were Benjamin & Ann, and I have found a transcription for their marriage:
12th November 1845 at Hanbury, Worcester
Benjamin Ballinger, a labourer of Hanbury s. of Thomas Ballinger, a labourer married Ann BRAZIER, servant of Hanbury d. of John BRAZIER, labourer. By banns, witnessed by Thomas Honeybourne, Charlot Weaver

Ann BALLENGER died December quarter 1893 aged 73 Ref: Kidderminster 6c 131a, which is why I can not find her in 1901.

And this may also help... Ann Ballinger of Fair Street Kidderminster, widow, died 2nd October 1893 ADMINISTRATION March 1905 LONDON to Mary Willey (wife of Charles Griffiths Willey) Effects £350
Unfortunately it doesn't look like Ann left a will but Mary Willey is probably her daughter.

So in 1881 Mary Willey is with her husband Charles G. Willey and several children at 22 Bromsgrove Street. St. George Worcestershire RG11; Piece: 2901; Folio: 45; Page: 16 but also living with them is Emily BALLENGER aged 16, born. Bradley Green, who could be John Thomas' mother. She is probably the same as the daughter listed as Elena? aged 5 in the 1871 census.

What is interesting is that John T?. Ballinger age 40? is at Trowcester , Northamptonshire in 1901, a coachman b. Bradley Green, Worcestershire. He is married to Jane E. aged 42 b. Trowcester, Northants and they have 3 children: Ethel A. age 17, Mabel E. age 14 and Else M. age 8 all born Towcester.

As I can find no evidence of the three Ballinger boys, or Emily after 1891, I'm wondering if they all emigrated to Canada between 1891 and 1901.
maybe someone has access to the Canadian census and can check to see if they pop up there, as I think I've searched all the UK records I have access to and I can find no trace of them, unless they changed their name.

I can't see a suitable Benjamin on Canadian records at the moment but I did find this. One to keep as a maybe?

And then this which looks like the same man but he says born New Brunswick and he has acquired the middle name David which is the name of Thomas, James and Benjamin's uncle. I think he stacks up as Thomas' brother.
