There is a Winifred Annie Lee born 1909 Malling, Kent vol 2a p 821 2Q as a possibility. Just looking at the 1911 and there is a Mr. Lee that looks promising, but that's on Ancestry and he is not appearing on the 1911 separate census site. ancestry does not give his first name.

• Ernest James Lee born Bromley RD June Quarter 1875
• Ernest J. Lee: 1881 Census RG11/859/23/23 – age 6, living at Rose Cottage, North Cray. Father is a gardener.
• Earnest (sic) Lee: 1891 Census RG12/635/36/3 - age 16, Gardener’s Assistant, living at 1, Albert Villas, Wellington Terrace, Bexley : [Parents living in Vine Cottages, South Weald, Nr Brentwood, Essex (RG12/1382/87/6)]
• Marriages Sep Q 1895: Ernest James Lee and Agnes Florence Scadden Dartford 2a,863
• Ernest Lee: 1901 Census RG13/694/80/11 – age 26, Gardener, living at 17 Priestlands Crescent, Foots Cray with wife Agnes and daughter Ethel and niece Florence Scadden.
• Possible Death Sep Q 1902 : Agnes Lee, age 31, W. Ham 4a180
• Marriage: Sep Q 1905 - Ernest James Lee and Mary Emma WILSON W. Ham 4a,565

I think we need to know what this birth certificate says, especially who is the mother.
Theoretically it should be Mary Emma Lee (married Ernest Sep Q 1905) but it may say something else (1911 details removed by moderator)

There is a possibility that Julia Lee was born in 1894 in Epsom, Surrey.
In 1901 this could be her with her parents Albert and Harriet and siblings.

She is also in the 1911 with her parents and siblings and there does not seem to be a grandchild so maybe Ann/ie's birth was later than you think.

The nearest I can find is for Irene Annie Lee registered in Bromley in Dec 1909 2a/509
It may be worth a few 1911 credits to check the parents of this child.
If they were a travelling family then registrations were often not when and where you would expect them to be.

Having read the 2 posts, I think you need to find who the Aunts were that Annie was living with circa 1911. she could be under the Surname of the family she is with........
There is a Julia who may be related, found at RG13 738 41 23
LEE Alexander 29 Coal Hewer Itchenhill Kent
Jane 29 Hawker Hastings
Albert 1894 Epsom
JULIA 1897 Chatham
Elvenia 1900 Canterbury
The witness ( 1917 marriage) might be Lucy LEE who appears to be Major LEE's sister b 1897 Gravesend!
On the 1901 census this family can be seen at RG13 942 75 2 Caravan on land between Roedean & Hollingbury Road father Walter is desc as a musician , Major a Hawker, this family were in Caravan's in 1891!
What was Abram's year of birth, having looked on the census under LEE & Frost, there could be traveller links

The families were definitely travellers, I stake my all on it.
I even found them in a tent sometime, somewhere.....?
Epsom race course was a popular haunt and many births took place around there
Mitcham is another place to look.
I found a Major Lee back in the 1600s found 'not guilty' of horse stealing, yea right! but I'd bet he was involved.
The names, the places, the occupations are synonymous to gypsies.
Let us hope Michaela returns soon, to confirm our thoughts.
