The question of constrains on the information vs constraints on the presentation crops up frequenly

I extracted the following from the National Archives Website

Note that whilst the extract is dealing with the graphical presentatation aspects similar concepts will apply to anything that adds value to the information (not necessarily monetary), such as transcription,translation, indexing, tabulation and sorting

"The copyright in the content of a work usually rests with the author or creator of the work (or their employer). Works produced within government are subject to Crown copyright protection, in accordance with section 163 of the Copyright, Designs and Patents Act 1988.

Copyright in the typographical arrangement of a published edition, however, rests with the publisher of that published work. This is in accordance with sections 9(2)(d) and 11 of the Copyright, Designs and Patents Act 1988.The copyright in the content of a work usually rests with the author or creator of the work (or their employer). Works produced within government are subject to Crown copyright protection, in accordance with section 163 of the Copyright, Designs and Patents Act 1988."
