I seem to be going round in circles, with no success whatsoever.
Searching for 'felt making 19th century' seemed to find only these two useful results. (Among the bizarre results I found cabinet making and clay pipe making!!!)

You will pprobably need to try Staffordshire Archives/Local Record Office.
They will also be the people most likely to have trade directories and Poll Books.(The latter having the election results similar to those helachau found earlier.)
There are some trade directories available free online via Leicester University (and I think they might now be available on Ancestry) but I haven't checked the coverage for Staffordshire.

I'm equally frustrated trying to find a family history society who might help. There only seems to be North Staffs, not one for the whole of Staffordshire.

You need to see Edmund Wingates "An exact abridgement of all the statutes in force and use from the beginning of Magna Charta; ......" - published 1708. The section on "Hats and Caps" is fascinating.
A searchable version is available via google books. As usual with google books the URL is longer than my back garden and impossible to post (at least for me). If you google "edmund wingate 1708 an exact abridgement google books" amongst the hits returned you should be able to spot the google book version. If you pop "hats" in Search, pages 294/295 cover the main statute. But the others are worth checking out.
