Pam, the Dutch equivalent for Scotlands People is Wie Was Wie. The good news is that they now have an english language version, the bad news is that your searches are too modern. The limits for BMDs are:
    Deaths - 50 yrs; in practice 1811-1966
    marriages, 75yrs; 1811-1941
    births 100yrs; 1811-1916

I did a rough search on "Pluen" - just name and date spread 1900-1949 in the hope of catching him doing something (marrying, witness, anything), as it's a fairly unusual forename, and it came up with nothing (there's lots of early entries - 17th century (church registers etc)) so I'll have a play with spellings later (I have a deadline today).
When you get back to the parochial registers, they're organised by provincial archive and they haven't yet all signed up (most have). Some have their own sites (eg Delft is excellent)
