    You are right 122 is indeed a typo and should read 1922.

    All the travel information comes from Ancestry’s passenger list collection. However, Findmypast also a collection the originals of which I cannot access but from the summary:
    Cecily aged 25 arrived in USA 1911-04-14 from England – they cite their source data as “New York Passenger Lists & Arrivals”. It would seem that she arrived in Ellis Island from Liverpool. What is amazing good luck from a genealogist’s perspective is that the 1911 Census was taken on 2 April 1911; just 12 days earlier. However, it is possible that they had left before the census was taken, because if you look at the original schedule it should have been signed by Reginald as the head of the house, but in fact it was signed by William [Koomes] their tenant / lodger. Interestingly his entry was written after the family’s entries, and in his hand, whereas the family’s entries were written by someone with a distinctively different hand. From the original schedule you can see that Carolina was 2 MONTHS old, and therefore the transcription that you have is an error.

    In terms of the 1911 trip to the USA, obviously Reginald is also on the list. However, it maybe because of her age that there is not an entry for Carolina.

    From Findmypast there is a link to the London Gazette of 1917 which shows that is when he changed his name by Deed Poll. The London Gazette is the journal for all official announcements from legal notices to Govt appointments to military commissions and awards. If you search for it on line, it is available to be searched.

    According to the FamilySearch site: “Spanish civil registration records (births, marriages, and deaths) began in 1871. Some municipios may have civil registration records beginning as early as 1837.” So it worth a visit to their site to read their comprehensive notes about the system.

    I noted on one Ancestry family tree that there is a Birth for a Charles H E West mother's maiden name Andrews Dec qtr 1927 Kingston 2a 672. This tree cites Reginald and Harriet as his parents. Similarly there is another birth Iris E E L West mother's maiden name Andrews March qtr 1931 Kingston 2a 748.
    Are these children of Reginald and Harriet?
