According to the entry in Grace's Guide (link provided by Steve), the Manchester address was just offices. Jones Brothers' mill was known as Bedford New Mills in Leigh, a town about 20km west of Manchester.
If you search for Bedford New Mills Leigh you should find a few references to this, eg local history, Wikipedia pages about mills in Leigh etc. One interesting page was an aerial photo:

Jones Brothers also operated Blackley Mill, Crumpsall Vale, in Blackley.
From Grace's Guide:
