I'll start the search off. I'm expecting my grandchild arriving any minute so I'm pressed for time.

This post could do with moving to a more appropriate forum where it will attract more interest, if a mod doesn't come along and move it I'll do so later.

I think that I have found them in the 1901 Census:
33, Sarginson Street, New Town, Pemberton, Wigan (Piece 3566 Folio 148 Page 34)

Thomas Barlow Head Married 1875 Coal Miner (Hewer) Yorkshire
Ann Barlow Wife Married 1877 - Pemberton, Lancashire
George Henry Barlow Son - 1896 - Pemberton, Lancashire
Robert Barlow Son - 1897 - Pemberton, Lancashire
Albert Barlow Son - 1900 - Pemberton, Lancashire

And then using that I think I have found Thomas with his parents in the 1891 census:

Warrington Road, Pemberton, Wigan (Piece 3063 Folio 145 Page 19)
John Barlow Head Married 1853 Coal Miner Wigan, Lancashire
Jane A Barlow Wife Married 1854 - York, Yorkshire
Margery Barlow Daughter Single 1871 Reeler In A Cotton Mill Yorkshire
Mary E Barlow Daughter Single 1873 Reeler In A Cotton Mill Yorkshire
Thomas H Barlow Son - 1875 Drawer In Coal Mine Yorkshire
Margaret Barlow Daughter - 1879 Scholar Leeds, Yorkshire
Ruth Barlow Daughter - 1882 Scholar Yorkshire
John H Barlow Son - 1884 Scholar South Shields, Northumberland

Looking at the original Census it gives the place of birth as Cleveland, Yorkshire, but there isn't such a place, but taking a guess I think towards Middlesborough.

In the 1881 Census the family were living at 19, Dixon Street, Skelton, Guisborough, Yorkshire (North Riding) - piece 4842, Folio 34 Page 62 and that says he was born at Skelton, and there is a place called Skelton in Cleveland, just below Redcar not far from the coast.

In 1871 they had just married and were living at Back Lane Prospect Place, Skelton, Guisborough, Yorkshire. Piece 4853, Folio 59 Page 14

In 1870 John Barlow married Jane Ann Priestman.

Thomas William Barlow birth registration: 1874 Jul Quarter Guisborough Volume 9D Page 501

33, Sarginson Street is the same address Ann Horrocks, her parents and siblings were at in 1881 #2.

Historically Cleveland was in North Yorkshire, so I think you are spot on, Megan.
