Welcome to British-Genealogy.
I can't easily find him in either 1841 or 1851, so the first question is do you mean a particular census, or do you mean any census?
Presumably you have the name of at least his mother, and hopefully his father. Have you searched for them in the census? Have you searched for a burial for Caleb? Have you found any brothers or sisters for him, and found them in the census?

Do you know if he lived long enough to be on the 1841 and later census returns? Might he have died as a child somewhere between his birth in 1834 and 1841? If you have any addt'l info. such as parents' names and if you have found them on any census records please let us know.

Caleb Clements, born 1834
Caleb Clements was born on month day 1834, at birth place, to Richard Clements and Charlotte Clements (born Pratley).
Richard was born on October 16 1803, in Hailey, Oxfordshire.
Charlotte was born on December 9 1810, in Leafield, Oxfordshire.
Caleb had 8 siblings: Rueben Clements, Elizabeth Clements and 6 other siblings.

I found a Caleb Clement father of Harriet Elizabeth Clement on Harriet's marriage in Birmingham
Name: Caleb Clement
Child: Harriet Elizabeth Clement
married James Henry Moore
His father - James Henry Moore
But record is so faded cant read it very well
Followed his family all the way on ancestry not found him

There's a baptism for a Caleb Clements 20th Apr 1834 in Hailey Oxfordshire, parents Richard and Charlotte, if he's yours is it possible he had died before 1841 census?
1841, Bampton Witney, HO107; Piece: 872; Book: 34; Folio: 40; Page: 11.

The parish registers for Hailey (and other places in Oxfordshire) are available on Ancestry. Both browsable and searchable.
My understanding is that the vicars didn't necessarily write up entries in the PRs on the day a baptism or burial took place. (I know that Great Yarmouth had what were called 'day books', and the entries were later transferred into the PRs.)
In the Hailey PRs, the entry prior to Caleb's baptism is for another Caleb (can't remember the surname).
There is also another Clements family where the parents are Thomas and Charlotte.
So did the vicar possibly wriet 'Caleb' by mistake? Did he write Richard instead of Thomas? Or did he even go for the jackpot and get both Caleb and Richard wrong?
There's also a John and Jane Clements baptising children in Hailey. So I think both Thomas and Charlotte and John and Ann's families need checking out.
