The Frederick E Spencer on the 1903 marriage record must have married Harriet Webb, the other female on the entry

Findmypast has the original image of the 1903 marriage entry. There are two marriages on the page, and the top one is Henry Duckman to Georgina Brooks. The one you want is Frederick Ernest Spencer to Harriet Webb on October 17th 1903 in St.Luke's, Portsea. Frederick's "residence" listed as HMS Thames and his father as William Spencer, gardener. It might be worth getting some FMP credits to get the image for witnesses etc.
