    I believe the flags on the right are the same as those on the left except that the Royal Standard (on the right) has become blurred/smudged over time.

    I've just realised that the crown is St Edward's Crown, which started to be used again for the coronation of the Monarch in 1911 after a lapse of some 200yrs, which would indicated that the piece was made after this date.

    Mahern:
    If you zoom in (ctrl+) you can see that it is quartered with a blue quarter at the lower hoist side which makes it a Royal Standard.the opposite quarter being the one with most yellow points to it not being the Scotland version.
