I was going to suggest that you looked at National Archives file HO45/2166 which presumably deals primarily with policy but have pointers to other date...

I had assumed that he meant British citizens returning home rather than French exiles but perhaps I'm wrong. Using the word 'refugee' may have muddied the waters or, on the other hand, may be le mot juste

Yes British Citizens who had to escape with British Government Assistance via the Channel.

ok, as I was going to try and search myself as I know some that did, was just going to see if they had any relatives (possible relatives as the family apparently was a well established French Family (so had French Origins)) that did also to save multiple threads on the same family and doubling up of information.
The Bruin/Bruyn family (I know Daniel Bruyn his wife Sarah Nicholls and their children Margaret, Ellen, Elizabeth (not sure about Joseph), Daniel Justin (infant born in France 1847) did and I believe Sarah Malvina was born on the trip back to England.
My aim was to try and see if they had any other relatives do similar around the same time.
