At one time, the Direct.gov website had an easy to navigate system so that it was relatively simple to discover how to order certificates for stillborn babes. However, recently, they have re-vamped their website.
For those of you who wish to order such certificates, the information is as follows:
Due to the sensitive nature of stillbirth registrations, only the mother or father of the child is able to apply for a certificate. The parent must be named on the birth certificate to do this. Should the parents be deceased, a brother or sister can apply if they can provide their parents’ dates of death.
Your certificate is sent within 15 days of receipt of your application.
To obtain an application form for a stillbirth certificate, you can either telephone our Contact Centre 0300 123 1837 on Monday to Friday 8.00 am to 8.00 pm, Saturday 9.00 am to 4.00 pm, email or write to us at the General Register Office.

Though the details Jan gives in her posting show the GRO office policy they do not show the legal position.
The law allows for anyone to request a stillbirth certificate, the Registrar General then makes a decision to allow or refuse the request.
The Births and Deaths Registration Act, 1953 states it this way.
"30.-(3) The foregoing provisions of this section shall not apply to certified copies of entries in registers of still-births, but the Registrar General may, if he sees fit in any particular case and on payment of as aforesaid of the appropriate fee aforesaid, cause a search to be made for, and allow any person to have a certified copy of any entry in any such certified copies or in any filled register of still-births which has been forwarded to him."
It is important that siblings and other family members are not put off by the office policy of the GRO and are given the chance to write to the Registrar General and request the certificate.
