The Traffic Commissioners and Licensing Authority is/was part of the Civil Service, the Traffic Commissioners themselves being appointed by the Secretary of State for Transport. Any employment records are unlikely to be available as they will probably be goverened by the 80 year rule. This means that personnel records are not released until 80 years after the person leaves the Civil Service.

Do you have Herbert's death certificate? If so, that should tell you his last known address (not necessarily where he died) and provide a clue as to which newspapers in which to search for obituaries.

As Jan has said, the death certificate may give you the exact details of where he lived but checking the Registration District in which he died (Surrey South Eastern) with a series of entries in telephone directories of the area between 1965 and 1972, I’d be surprised if he didn’t live at ‘Hillside’, Brockham Lane, Betchworth.

Betchworth is half way between Reigate and Dorking in Surrey and is a fairly affluent area.

Do you think this could be him?

Can not say for sure but it sounds like a good lead.

Found this in The London Gazette, 9th May 1974. Must be probate records, Thom Herbert James, Hillside, Brockham Lane Betchworth, Offical Ministry of Transport (Retired) date of Death 6th May 1972. Yes it is the right one, he was Chairman of the Traffic Commissioners and Licensing Authority and was in the Indian Police Force 1921-1947, so there should be some kind of Obituary for him somewhere.

I think that your best bet from here would be to contact the Surrey History Centre and ask them which newspapers covered the area at that time. Their contact details are:

The Times, Jan 15 1957, published a photograph of "Mr Watkinson, Minister of Transport (right) discussing the petrol problem with Mr H Thom, Regional Traffic Commissioner, at a meeting in London".
