My Great Grandfather, Thomas Richard Kendall, was born in Kilkenny c1866 during the time his father Benjamin was serving in the Royal Artillery. Can anyone please advise me where to start looking for his birth record?

The GRO Regimental Births index is available on several pay-per-view and subscription sites (The Genealogist, Findmypast etc.)
Perhaps this is he?
Name: KENDALL Thomas R.
Place: Kilkenny
Year: 1867
Vol: 430
Page: 213
You can order the certificate from the GRO in the usual way, using the Overseas order form.

Kerrywood, thank you so much - that is almost certainly him. I didn't realise that you could order these certs from the GRO and I'll be doing that today!

Do check the index for yourself, you might find a possible sibling to your chap which may indicate that Benjamin KENDALL had been in Ireland a while.
If you don't already have it, you might try hunting out Benjamin KENDALL's service record - see this link There are quite a few research guides at TNA, clcik on those prefixed 'British Army'
