I have the man you seek in my tree: John Fawcett, 1847-1900. He served 21 years in the RM in Plymouth. I have no trace of a connection to Fawcett Mill of to any family associated with I, I'm afraid, although my research has only got back to John's GGF, also John, b 1768.
