I have a copy of my great grandparents marriage certificate which gives my Gt Grandfather as George Downes Sgnt in the 23rd Royal Welch Fusiliers posted at barracks in Wrexham, but I can find no record of him in the registers Please help me find him. he went on to India iether in the regiment or as a suttler with my Gt grandmother as my grandfather and his brother were born in Lucknow and Cherat respectively, in 89 and 93.

His Regiment was in Lucknow 1887 - 1891 then fought on the North West Frontier in the Hazara expedition, Mar-April 1891 returning to Bengal 1892.

Not quite sure where you mean. I've followed the National Archives guidance (http://www.nationalarchives.gov.uk/records/looking-for-person/britisharmysoldierupto1913.htm) and at a quick glance there seems to be an attestation for him (findmypast) but not much else. Was he discharged to pension, do you know?
More identity details would help. Is that him in Peckham in 1911, born Warwickshire?

The family seem to be in Leicester in 1901

Yes he was in Peckham in the 1911 census born in Warwickshire, and in Leicester in the 1901 census. I know that he was a sergeant in the 23rd foot in 1887 based in Wrexham, but I do not know if he continued service in India from 1887 to 1895 or after discharge he was there as a suttler with his wife Annie. Their two first sons were born in Lucknow and Cherat when the 23rd was there.
