Can anyone tell me what Mr. Sloley is an Assistant Commissioner of please? I feel it is something very obvious but my poor eyes and brain are not coming up with the answer!

I think the word is a geographical location. If you Google his name there are a number of entries and a reference to him being Resident Commisioner of Basutoland.

Ooh, I'm feeling clever! Googled Basutoland, saw the district of Berea ... and (according to Wikipedia) the capital is TEYATEYANENG.
