Just for being there, basically. Google (using a search term such as "africa star" clasp) will very quickly throw up several sites which list the precise qualifications.

The Africa Star was awarded for one or more days' service in North Africa between 10th June 1940 and 12th May 1943. Royal Navy personnel qualified with any service at sea in the Mediterranean within those dates and in support of campaigns in Abyssinia, Somaliland and Eritrea. Naval service ashore in the same areas as the Army also qualified as did members of the Merchant Navy in the operations off the coast of Morocco between 8th November 1942 and 12th May 1943. The Army qualifying operational areas included Abyssinia, the Somalilands, Eritrea, Sudan and in Malta but not that of West Africa. RAF qualifications were that personnel should have landed in, or flown over, any of the areas previously mentioned (except West Africa) or territory occupied by the enemy.

Clasps - Clasp for Service with the 8th or 1st Armies, or in the operational area of North Africa 1942-1943 entitled recipients to wear the appropriate bar .
