Do you know when and where he went?

You may be able to find him in the arrival records rather than the departure records.

I have been looking through my work, Reams and Reams......The earliest I have wilhelm is in 1861, living with a Mary A whitbel/ Whitebelt at 13 Ship Alley, it states William as being born In Germany, and he was 24 in 1861.

Just to provide a starting point ...

13 Ship Alley, St George in the East, Middlesex

Thos WHITWELL Son Un 9 Scholar St Geo. E. Middlesex
John WHITWELL Son Un 5 Scholar St Geo. E. Middlesex

Mary A. WILLER Daur Mar 22 St Geo. E. Middlesex
William WILLER Son Un 3 mo St Geo. E. Middlesex
Ellen FITZGERALD Visitor Un 21 Housemaid St Geo. E. Middlesex

(* could be WHITNELL)

and from Ancestry's London Marriages database:

Christ Church, Spitalfields
14 October 1860
William WELLER, 21, Bachelor, Carpenter, 6 Fashion Street. Father - Christian Weller, Carpenter
Mary Ann WHITNELL, 22, Spinster, 6 Fashion Street. Father - Joseph Whitnell, Sailor
after banns, both spouses made their mark
Witnesses - W. H. Wright, Rebecca *oy [hard to read :(]

A mismatch of spellings and occupations, but it could perhaps be the same family?

How would I locate ships passenger records for Willhelm Willer?
Unfortunately there are no incoming passenger lists for this date. But if this is the right family you now have a possible father for William/Wilhelm. Perhaps you can take this further?

Maybe the Anglo-German Family History Society would be able to help.
