I also can't help with the 1861 census, unfortunately, but have you tried looking up Thomas's birth registration and ordering his birth certificate? I see the following birth registrations in the Civil Registration Index for Stoke upon Trent [which includes Fenton]:

Name: Cook, Thomas
Record Type: Births
Quarter: March
Year: 1852
District: Stoke upon Trent
County: Staffordshire
Volume: 6b
Page: 164

Name: Cook, Thomas
Record Type: Births
Quarter: December
Year: 1852
District: Stoke upon Trent
County: Staffordshire
Volume: 6b
Page: 129

Hope this helps.

Regards,
Trish

There is a baptism for Thomas Cook on 22 February 1852 - parents are William and Ann Cook, of Fenton, Farmer at Christ Church, Fenton.
Perhaps this is he.

There is also a marriage for William Cook and Ann Green in 1847 at St Peter's Church, Stoke upon Trent.

I have checked the 1851 census and the following appears to be the family

HO107/2006 Folio 249 pages 8 and 9
Fenton Culvert, Parish of Stoke upon Trent (part of)
Great Fenton
Schedule 29
Joseph Cook, head, marr, 58, Farmer 120 acres +2 men, Fenton, Staffs
Anne Cook, wife, marr, 60, Fenton, Staffs
William Cook, son, marr, 27, Farmers son, Fenton, Staffs
Anne Cook, wife, marr, 22, son's wife Fenton, Staffs
Joseph Cook, son, 3, &nbs26nbsp; Fenton, Staffs
William Cook, son, marr, 27, Farmers son, Fenton, Staffs
Anne Cook, wife, marr, 22, son's wife Fenton, Staffs
Joseph Cook, son, 3, Fenton, Staffs
John Cook, son, 1, Fenton, Staffs
Hannah Meakin, servant, unm, 15, House Servant, Fenton, Staffs
Thomas Meakin, servant, unm, 23, Farmers servant Fenton, Staffs

Hope all this helps.

Best regards
Pam :)
