One aspect of the 10 year census is seeing how the families moved around (or not at all in some cases) following work opportunities and post 1911 I've started to research the Electoral Registers in the local records office.

Not being land owners seems to be a limitation way back, the suffragettes influenced the addition of female family members to the lists and times like 1935 being employed seems to be a qualification, I wondered if anyone knew how far back I could get with these resources in the varying categories?

It is the Reform Acts that you need to be looking at. Have a read of this (http://www.victorianweb.org/history/hist2.html). :)
