Government policy???

Can anyone tell me if there was any government policy for WW2 that would prevent a youngest sibling of a family from being despatched abroad to fight?

His elder brothers were all sent but he joined the fire service at home.

There was no such policy. The Fire Service would have been a reserved occupation.
