I'd say it's Edwardian or thereabouts - note her hairstyle (very Queen Alexandra) - or perhaps late 1890s. But I'd go for 'true' Edwardian, judging by the clothes we can see of Mum and her hair-do - so 1901ish -1910ish. The high neckline and tight bodice all suggest very late 19th/early 20th century to me, Raaa.
