Scholars on Census

If a child is of school age but is not listed as a scholar does this generally mean that the family could not afford to send their child to school, therefore saying that they did not attend a school ????

No, it means the child was not in employment.
The term scholar was widely over used and abused in the various census to the extent that it is a meaningless term. Infants as young as 2 have been enumerated as scholars.
