Have you seen these TNA documents (http://www.nationalarchives.gov.uk/catalogue/searchresults.asp?SearchInit=0&txtsearchterm=james+harmer&txtfirstdate=1780&txtlastdate=1817&txtrestriction=wo&hdnsorttype=Reference&image1.x=26&image1.y=13)? If not they may assist your research (You can order copies from TNA).

There is a published Roll of all those who fought at Waterloo. Try Googling 'Waterloo Roll', which I think will give you some references.

Cpl James Harmer, served at Waterloo in No.6 Coy (Captain Kirwan's company), 1/4th Foot.
Also served in the Peninsular War, and is entitled to a 2-bar MGS medal for Corunna and San Sebastian.
So he was definitely still alive in 1847 to claim the medal.
