Hello Sheena

I've found a couple of sites which may be of interest to you. I haven't looked at them properly, so don't know if there is anything there about the police's archives :)

Many police officers in the UK went there on secondment - when was your chap out there?

Any record of him in a British police force?

Goffers I've no idea when he was out there but he was born 1890 in Dundee and he was 'conscripted' to join HK police [one of the rumours] another said it was his father? both were called Edward O'Fee one 1855 The other 1890 thats as much as I know at present........ANY info is a bonus thanks [I thought this could be an easier rd to get some information, but it's not so easy after all..lol]
