Short Form on Burial Register

Hoping someone may help!

I've been looking at a burial register for a relative and am wondering about the notation in the column "By Whom the Ceremony was Performed". It states the following:

W T Thomas
Off: Min

Does anyone know what "Off: Min" represents?

The obvious choice would be:

Off: Min

Official: Minister

Officiating Minister - the one who conducted the burial
