Be careful how you write names. From your post it looked as if you were searching for a Welling Joseph HENRY (and Welling was used surprisingly often as a Christian name as the Ancestry index shows), but I now realise you are after Joseph Henry WELLING.

He appears on the 1851 census for Paddington, London as a servant, born in Edinburgh ( HO107; Piece: 1466; Folio: 492 ) I presume this is the info you have to let you know he was born in Edinburgh c 1810? I have him in 1861 at 16 Blenheim Terrace Marylebone with his wife Eliza (32 from Hythe in Kent) and children Caroline (10), Edwin (6), George (5), Eliza (3) and Arthur (1)
(RG9; Piece: 90; Folio: 8; Page: 18) where he is described as a 'messenger jotter', born in Edinburgh, aged 52. Is this the correct family?

I searched the OPR index on Scotlandspeople for a possible baptism of a Joseph WELLING (using Soundex) in Midlothian between 1809 and 1811 but it gave me no hits.

Hmm ... not a common Scottish name ...only one of the 286 JOSEPH WELLING events in the IGI is in Scotland
Marriage Apr 8 1809 Paisley Abbey, Renfrew, JOSEPH WILLING to CHRISTIAN STAGE.
Unfortunately there are no children in the I.G.I. index.

someone Said That Welling was A Sept Clan Of Kettle
Probably someone selling Scottish Tartan ;)
