Birth Help Needed

I've had problems finding the birth of a Ann Elizabeth Williams born Norfolk, from census it says Norwich in 1867. I've found an entry on a workhouse document of Ann Elizabeth Williams born November 1867, the mothers details are correct so I am pretty sure this could be the correct one! however, I can't find anything on the BDM, can anyone help or have any suggestions why she wouldn't be on BDM?

Probably one of two reasons:
1. Birth never registered because registration by parents was not compulsory until 1875.

2. There's many a slip 'twixt the local registrar's office and the GRO Index. Could have been indexed as William, Williamson, Wilson, Milliams, depending on how clear the original registration (if one existed) might have been, and not only how dopey the person transcribing the info was, but how badly they wrote. (Known instances of errors - Longford appearing on GRO Index as Layford, Binley as Burley, and in both cases the names were written very clearly in the original marriage register.)

I see from your email address that you are in the uk. As you have the area of the workhouse where Ann was born you can write to the Local Registrars Office giving them details & asking if they can find the entry.

Send a SAE & a cheque for 7GBP. Most registrars are very helpful & do all they can to find the right certificate so give them as much information as you can. If they fail to find it they will return your cheque.

What was her probable parentage, based on census and her subsequent marriage certificate? Did the name "Williams" come from her mother or her father? Was she always known as Williams? Which workhouse? What document?
