ss.125298 is his service number
The 'sto' bit I belive refers to a stoker.

Best place to begin is to pay to view his service record. This can be downloaded from TNA's web-site Documentsonline
http://www.nationalarchives.gov.uk/documentsonline/default.asp
Click on 'Search now' under Royal Navy Seamen
Enter 'Arthur' as a first name, and 'langley' as a surname and he's third in the list. It'll cost you 3.50Pds to view the record.
The index shows him born 16 Jan 1901 at Tooting. The full record will give his service up to 1927.
