Tracing a living relative

Does anyone know how to access records for free or is this not possible. Im trying to trace a living relative but dont want to pay and find the site useless (this has happened twice) any suggestions welcome as Ive never done this before

You will have to register, but it is free and they use electoral rolls that are about two years old.

Why cant I find a birth certificate for a living relative. I know exact details of birth etc from his birth mother but he isnt on electoral role or cant trace any birth certificate etc, completely baffled TIA Kacy75
