Is there or was there a New Cross, this was given as a birthplace on a census, but am unable to locate place.

I would think it's probably an error on the census.

Sticking "New Cross Hertfordshire" into Google, the *only* page it came up with was somebody's family tree, which lists:
"Christine Louise BOWRY, b. Jun qtr 1890 in New Cross, Hertfordshire."

Note that they only give the quarter, not an actual birth date.
In other words, they haven't bothered to get the birth certificate and probably, like yours, the birthplace is taken from the census.

If you check the reference for that birth, the registration district given is "Greenwich" !!!

So - New Cross, "Hertfordshire" is very obviously complete nonsense for the birthplace - it's New Cross in south London, on the old Kent/Surrey border.
