Charles Hart - Newcastle on Tyne

I'm researching a friend's family history. Her Grandfather was a Charles Hart, occupation, Police Constable. He had a son John born in 1916. We think Charle's wife was called Elizabeth but I'm pretty stumped as to which Charles Hart he is likely to be. I think he was born around 1893. My friend thinks the family may have lived in Felling on Tyne. I'm not able to get to Newcastle to do research in the records office. Can only do it online. So my options are limited. Does anyone have any helpful suggestions on finding the correct Charles Hart with so little information.
