Checking through the theoretically complete 1861 census from Ancestry, I've found the following pieces are missing from the Norfolk listings:

RG9/1231 Harleston Alburgh , Brockdish , Denton , Earsham , Harleston , Needham , Redenhall , Rushall , Starston , Thorpe Abbots , Wortwell

RG9/1232 Diss Billingford , Burston , Dickleburgh , Diss , Frenze , Gissing , Scole , Shimpling , Thelton , Thelveton , Thorpe Parva , Tivetshall St Margaret, Tivetshall St Mary

RG9/1233 Stratton Fritton , Hardwick , Hempnall , Long Stratton , Morningthorpe , Pulham St Mary Mag , Pulham St Mary Virgin, Shelton , Stratton St Michael , Tasburgh , Tharston , Wacton

RG9/1234 Forncett Ashwellthorpe , Aslacton , Bunwell , Carleton Rode , Forncett St Mary , Forncett St Peter , Fundenhall , Great Moulton , Hapton , Tacolneston , Tibenham

I'm waiting to hear back from them regarding when this will be rectified.

It just goes to show you are much better off buying the Archive CD discs for the area you want - if not the whole County. At least that way you are not at the mercy of the transcribers and you can take your own time to find them!
