Default Germans to America in the Eighteenth Century

Ships carrying German emigrants from mainland Europe to America in the 18th century had to call in at an English port before continuing to America. Were they also required to deposit a passenger list at that English port?
Does anyone know the answer to this question?
    Thanking you in anticipation

To be honest I do not know the answer to the question, but this guide from National Archives should be able to tell you which records are still available, as I think that many have been lost.
