It's an Immigration Board inspection report document for passengers arriving in Australia ..
It is written in the column.. State of bodily health,strength and possible usefulness.
Suggestions to what it reads was..
All the family delicate, this must bother people....

My two-pennuth:
"All the family delicate skinned White people"
"All the family delicate skinned /other people"
To me, only the first makes sense! What does the bracket attach to? Is it their names?

Just a stab at the second one: all the family stunted looking people.
Perhaps the only merit of this suggestion is that it would be completely compatible with my earlier suggestion!

How about: all of the family itinerant looking people
i.e. casual workers, not artisans - ref potential usefulness ?
