These 2 gents were witnesses to a will. I can make out Samuel and Robert but can't make out their surnames.

Looks like Samuel Towl and Robert Empson to me

My first reaction was that Samuel's surname was Towl, but I'm not sure.
I think Robert's surname is Empson.

On Lincs to the past there is a will for a Samuel Towl dated 1808 - not sure if this is the right time-frame for you or right area but does show the name and its spelling was around..........

The date of the will was 31st August 1843 and was for Virlot Butters of Hibaldstow, Lincolnshire he died in 1846. So right area maybe a son of the above?

Also another. This time I can get the signature Robert Outby but can anyone make out what is written underneath.

It's 'Surrogate', which the OED defines as 'The deputy of an ecclesiastical judge, of a bishop or bishop's chancellor, esp. one who grants licences to marry without banns.'

Ahhhh that would make sense. The executors declared to this surrogate how much the personal effects and estate amounted to.
