Based purely on the fact that William's widowed mother married Frederick King I would presume that this is the family.
    1891
    RG12/1402 f 46 p 32
20 Victoria Terrace, civil parish of Dovercourt, municipal borough of Harwich
Ellen Hines, daur, wid, 23, living on own means, Ipswich
    William Hines, grandson, 1, Harwich
    George Hines, boarder, 16, Lowestoft

    On the previous page RG12/1402 f 46 p 32
Head of the household is John Haste, 48, mariner, Holbrook, Suffolk
then his wife, Amelia, 45, Ipswich
and six more children, all younger than Ellen

June quarter 1892, Tendring registration district marriage of Ellen Amelia Hines with a Frederick James King on the same page

    1901 census
    RG13/1687 f 36 p 4
Queens Arms Hotel, High Street, Burnham
Frederick J King, head, 34, publican and blacksmith
    Ellen, wife, 33,
    William J, son, 11,
plus 3 more children and 2 servants
William has 'do' written as his surname so he has been indexed as King.

    1911
    RG14 PN10181 SN109
Living in Burnham, correctly listed as William Hines, stepson, aged 21.

Bsed on what I would presume is William's birth registration in December quarter 1899 which gives his name as
    William John S. Hines,
I would presume this is his marriage
September quarter 1922 Maldon registration district William J S Hines and Louisa A Collins
