Navy Flagship at Rothsea

Hi all just wondering if anyone can help, an ancestor of mine appeard to join the Durham Light Infantry 8th Batt in 1915 (Territorial Army)
In his service record I then found a letter stating he had fraudulently joined the Royal Navy, although it does not give a date of joining it states he is now serving on,

Naval Depot Flagship at Rothsea this letter is dated 19th June 1918.

My question is does anyone know what the flagship was and any history associated with it, I cannot at the moment find anything else.
It appears that the army were happy to let him stay in the Navy as there is another letter which states the army has no further claim on him.

any ideas,

PS I guess ROTHSEA is maybe ROTHESAY Scotland ??
