Waterloo Medal Roll 1815 - possible ancestor

I've been trying to track down some info regarding my ancestor William Wignall (b. around the turn of the 19th century in Longton, LANCS) who was in the navy in the early to mid 19th century.

This month on A******* they've started putting up records for the Waterloo Medal Roll and listed on there is a Wm Wignall, except my subscription doesn't seem to allow me to access it.

I've searched for him/this on the TNA site, but maybe i'm searching for it incorrectly. Can anybody help point me in the right direction to see if I can find out if this is my ancestor and what information is accessible?
