I'm not an expert on FreeREG but I'd guess it's because volunteers haven't yet been found to transcribe the registers. If I'm wrong someone will certainly let me know.

Why is there no Oxfordshire on FreeREG?

Where there is little or no coverage at all on FreeReg, it is almost always due to lack of source material to work from.
Sadly there are many ROs who will not allow FreeREG access to index the records, and make them available free of charge to all.
Some counties are prepared to co-operate fully with FreeREG, These are the counties with greatest coverage.
In other places FreeReg have to rely on transcript donations from other researchers.
